Where is “lucky” Lucky?

After having his entry card drawn from a pile of over 64,000 entries collected at shopping malls and comutanet taxi ranks nationally, Jacob Lucky Joutse’s luck ran out. Or at least his cell phone card did, probably meaning that he could use the R5000.00 he won at the Ombudsman for Banking Services’ annual award ceremony.
